Phish.observer has 3 different pricing plans:

* Submissions are subject to ratelimits to help protect Phish.observer from abuse. Here are the ratelimits:

- 3 submissions per 30 seconds

- Hostnames can only be submitted by a user once per 5 minutes.

Phish.observer also has a Trusted Researcher plan, but this is an invite only program and access is granted on a case-by-case basis. You cannot request access to this plan, it is only given to specific members of the anti-abuse community in order to aid their efforts.
